Ad-account access is where the real diligence belongs. Whitelisting and partnership ads require permissions on both the creator's account and yours, and those permissions outlive the engagement unless someone removes them. Agree in writing who holds what, and how it is revoked when the retainer ends.
Usage rights are the line item that moves the bill
For paid social, the video is the cheap part. The right to run it as an ad, for a defined window, on named platforms, from a named ad account, with the creator's handle attached, is the expensive part. A creator who charges a modest fee for an organic post will often charge multiples of it for twelve months of paid usage plus whitelisting, and they are right to.
Agencies handle this in one of three ways: bundling a standard window into the quote, pricing rights as an add-on, or leaving you to negotiate per creator.
