Why there is no numbered list on this page
Every "best UGC agencies" list you can find was assembled the same way: someone read a set of homepages and put them in an order. The order carries no information. It cannot, because agency fit is decided by category experience, creator supply in your market, the format you need, the usage rights you need, and the budget you actually have, and none of those are visible from outside.
So this page gives you the checks instead of the ranking, and the directory gives you the sourced facts to run those checks against. The five checks that decide the outcome
First, creator supply. Ask where the creators come from: an in-house roster, an open application pool, paid recruitment per campaign, or sourcing from public profiles. A roster is fast and bounded. Open sourcing is slower and unbounded. The answer predicts how well the agency handles an awkward brief, like a 40-year-old cyclist in Manchester who owns a specific bike.
Second, who writes the creative. Some agencies hand creators a product and a deadline. Others write hooks, scripts and shot lists, then direct revisions. The second costs more and produces more usable variants for paid social. Ask to see the brief document they would send a creator on your behalf.
Third, what you own at the end. Organic-only, paid usage for six months, perpetual paid usage and whitelisting are four different prices for the same video. Agencies that quote cheaply often quote organic-only. Get the usage window and the ad-account permissions in writing before comparing numbers.
Fourth, revision and replacement policy. A creator who ghosts after receiving product is a normal event, not an edge case. Ask what happens then: a replacement at no cost, a pro-rata credit, or your problem. The answer tells you how much operational risk you are actually buying out.
Fifth, reporting. A UGC agency that delivers assets and stops is a production partner. One that reads your ad account, reports on hook rate and cost per acquisition by variant, and iterates the next batch from that is a creative partner. Both are legitimate. They are not the same purchase, and the second is the one worth a retainer.

Is an agency better than a marketplace for UGC?
They solve different problems. A marketplace is faster and cheaper per asset when your brief is simple and you can manage creators yourself. An agency is worth the premium when the brief is awkward, the category is regulated, or you need creative direction rather than raw footage.
How many videos should a first UGC test include?
Enough to read a result. Most paid social teams need six to ten distinct hooks against one product before the data separates, which is why per-video pricing matters more than a headline rate. Ask what a ten-variant test costs, not what one video costs.
